1. The unit shall strictly abide by fire protection laws, regulations, and rules, implement the fire protection work policy of "avoidance first, prevention and fire control", implement fire safety responsibilities, and ensure fire safety. The legal representative of a legal person unit or the principal person in charge of a non-legal person unit is the person in charge of fire safety of the unit, who is fully responsible for the fire safety work of the unit.


Units should implement the level-by-level fire safety responsibility system and the post fire safety responsibility system, clarify the level-by-level and post fire safety responsibilities, and determine the fire safety responsible persons at all levels and positions.


2. Fire safety key units shall set up or determine the centralized management functional department of fire protection work, and determine full-time or part-time fire management personnel; other units shall determine full-time or part-time fire management personnel, and can determine the centralized management function department of fire protection work. Centralized management functional departments and full-time and part-time fire management personnel carry out fire safety management work under the leadership of the person in charge of fire safety or the fire safety manager.


3. The unit shall establish and improve various fire safety standards, including fire safety education and training; Electricity safety management; fire and explosion prevention of flammable and explosive risk items and places.


4. Large and medium-sized companies with high fire risks, special warehouses, and management units of ancient buildings listed as national key cultural relics protection shall establish full-time fire brigades in accordance with relevant state regulations, and regularly arrange fire drills.


5. Arrange and formulate a fire rescue and emergency dispersal plan that is in line with the actual situation of the unit. At least every six months, employees must be arranged to conduct a drill for self-escape and self-rescue and early fire rescue.


6. Regularly maintain and maintain the fire-fighting equipment, fire-fighting devices and fire-fighting safety symbols of the unit to ensure that they are in good condition and useful. It is necessary to keep fire doors, fire shutters, fire safety dispersal signs, emergency lighting, mechanical smoke exhaust air supply, fire accident broadcasting and other equipment in normal working condition at all times.


7. Ensure the smooth flow of scattered passages and safety exits. It is not allowed to occupy the dispersal passage or set up obstacles affecting dispersal on the dispersal passage and safety exit, and it is not allowed to close the safety exit during operation, production and working hours, and it is not allowed to block the safety dispersal instruction symbol.


8. It is forbidden to use open flames in places with fire and blasting risks; if open fire work such as electricity and gas welding is required due to special circumstances, the fire department and personnel should go through the approval procedures in strict accordance with the unit's fire use management principles, and complete the on-site guardian. Equip sufficient fire-fighting equipment, and remove flammable and combustible materials in hot areas.


9. Abide by the relevant national regulations, and implement strict fire safety management for the production, use, storage, sale, transportation or destruction of flammable and explosive hazardous materials. It is forbidden to carry fire into places where flammable and explosive dangerous goods are produced or stored.


10. Key points of fire safety Units should carry out daily fire inspections, and determine the personnel, content, location and frequency of the inspections. Other units can arrange fire inspections as needed. The fire inspection personnel shall correct the violations in a timely manner, and if they cannot be dealt with on the spot, they shall report to the relevant department immediately.




11. Firefighters on duty and inspectors must stick to their posts and must not leave their posts without authorization.


12. It is necessary for new employees to undergo fire safety training before taking up their posts. For special types of work and key positions with fire risks, it is necessary to undergo professional fire safety training. The training rate must reach 100%, and they must hold certificates for employment.


13. Do not randomly connect and pull temporary wires and use electrical equipment privately in dormitories, production workshops, factory buildings and other places to avoid overloading electricity. It is forbidden to set up staff dormitories in warehouses and workshops.


14. The company's heat-treated workpieces should be piled up in a safe place, and it is forbidden to pile up on the oily ground and near flammable materials such as wood and paper.


15. If lignite, wet straw, wheat straw, cotton, rapeseed, bean cake, cotton yarn with animal and vegetable oils, gloves, clothes, sawdust, and oilcloth that has been scrubbed are piled together for a long time, they are easy to spontaneously ignite and cause a fire. It should be dealt with diligently.


16. Plant stacks should be stored in a dry place and protected from moisture. The stack should not be too large, the ventilation should be enhanced, and a special person should be appointed to detect the temperature and humidity to avoid spontaneous combustion in the stack or the spread of flying fire.


17. The employees of the company must achieve "three understandings and three meetings", that is, understand the fire risks in their positions, understand the basic fire protection knowledge, and know how to avoid fires; they can report fires, remedy initial fires, and arrange for scattered personnel.


18. After a fire breaks out, call the police in time. You have to report, delay, or lie about the fire, or conceal the fire situation. When dialing the fire number "119", it is necessary to state clearly the fire unit, address area, street, house number, fire location, burning material, fire size, name of the caller, and the number of the phone used. After calling the police, send someone to respond at the intersection and guide the fire truck into the fire scene.


19. If electrical appliances or wires are on fire, the power supply must be cut off before rescue, otherwise electric shock and injury accidents may occur.


20. When escaping through thick smoke, keep your body as close to the ground as possible, cover your mouth and nose with a wet towel, handkerchief, etc. and walk in a low posture to avoid damage from toxic smoke.
